New consortium to create blueprint for zero-emission HGVs

Three fleet electrification firms have come together to launch ScotCharge, a consortium which aims to accelerate the decarbonisation of Scotland’s heavy goods vehicle (HGV) sector by developing investment-ready plans for fleets.

Fleete, VEV and Dynamon will lead the consortium, which is backed by Transport Scotland through its £2 million HGV Market Readiness Fund.

The ScotCharge consortium unites the full electrification value chain, combining data analytics, infrastructure deployment and fleet transition expertise to create an investment-ready plan that will set fleets on a smooth path to full electrification.
 
Wider consortium members include around 50 members of Scotland’s transport ecosystem including fleet operators, vehicle manufacturers and independent distribution network operators. The initial business case is due to be delivered in December 2025 with a full report set for completion by March next year. 
 
Key elements of the programme will include fleet data analysis – led by Dynamon to identify electrifiable routes, optimal EVs, optimal charging infrastructure, site power requirements and total cost of ownership.

It will include hub infrastructure development, which will be led by Fleete to include site identification, surveys, design, costing, and delivery of charging hubs accessible to commercial fleets.

VEV meanwhile will lead the depot electrification element, including site design and costing, power strategy, and the financing, delivery, and operation of depot charging infrastructure.
 
Responsible for 12% of transport emissions in Scotland, the decarbonisation of HGVs is a critical step towards the Scottish Government’s pledge to reach net zero by 2045 while creating important opportunities for sustainable economic growth and energy resilience.

The response from the sector has been strong, with high quality consortium projects proposed.
 
“These business cases will help identify opportunities to leverage private investment alongside public funding, accelerating the transition to zero-emission HGV fleets and supporting infrastructure across Scotland.”
