A new report by the Social Market Foundation, which is endorsed by former transport secretary Lord George Young, has said that charging motorists a levy based on the miles they drive would be fairer and more popular than the current fuel duty regime - and could even help address the cost of living crisis.

The report says a new road-pricing system is urgently needed to make transport policy more fair and fiscally sustainable.

The UK faces an under-resourced and congested future unless the Government acts urgently to reform motoring taxation, say MPs on the Transport Committee.

A road pricing system, based on miles travelled and vehicle type, would enable the Government to maintain the existing link between motoring taxation and road usage. In 'Road Pricing' report, the Committee warns that it has not seen a viable alternative to a road charging system based on technology which measures road use.

Transport Committee kickstarts conversation on national road pricing

The Transport Committee wants to start a discussion on road pricing, ahead of an inquiry to be formally announced in early 2020, when views will be sought from drivers and non-drivers alike about the future of road-based transport.

The £40 billion annual income from Fuel Duty and Vehicle Excise Duty is likely to decline sharply in future, and may end entirely if road transport is electrified within two decades. This income will need to be replaced if the Government is to continue to invest in transport infrastructure and prepare the transport network for a new greener future.
