The government has announced changes to the Zero Emission Vehicle Mandate and while businesses will welcome the clarity from the confirmation that petrol and diesel vans can be sold alongside full hybrid and plug-in hybrid vans until 2035, the changes do not address the practicalities of incorporating electric vans into commercial fleets.

Trading conditions continue to be tough and the economic outlook for 2025 looks mixed. While growth is expected to return to the economy at some point this year, it is predicted to be only in the range of one or two percent which will not cause significant change for our industry.

When they were announced by the Department of Transport (DFT) in 2019, 4.25 tonne vans seemed like a great idea – a special category of electric light commercial vehicle that recognised how the extra weight of batteries would affect 3.5 tonne vans and could be driven by anyone with a standard B licence.

It was encouraging that the latest international climate conference (COP29) ended in agreement in Baku, even if there are widely differing opinions about the likely impact and effectiveness of the final text. For fleets whose drivers don’t have access to home or depot charging, the cost of power can price fleets out of EV adoption.

The whole total cost of ownership argument for EVs is very much based around low-cost charging. Electric cars and vans are relatively expensive to buy and residual values remain difficult to predict, but operators should be able to at least partially balance this out with low charging costs.
